MESL’s process begins with understanding the local marketplace. As potential projects are identified, MESL management reviews the market, establishes relationships with key players, and completes a feasibility study. If the feasibility study is favourable, MESL prepares a full business plan which includes a complete understanding of the:
- vision and overall project elements;
- organisational structure including equity ownership;
- market potential and financial viability;
- equipment specifications and facilities/land requirements;
- staffing requirements; and,
- marketing strategies.
As business planning is completed, consensus is gained on moving forward and on the details of the organisational and ownership structure. Legal documents are drafted and executed which can include a partnership agreement, a management contract, sale contracts, build (JCT), service contracts and any lease arrangements, reaching financial close.
When acting for a partnership project in which MESL is an equity partner we are willing to become involved at an early stage on a risk-sharing basis (by way of a contingent or partly contingent fee). Dependant on the nature of the project we may undertake this work wholly at our own risk, with third party costs charged to the project.
MESL arranges project funding, as necessary identifying financing resources for the entire project. Where opportunities arise MESL will wholly own and operate centres undertaking project development and other services in house.
MESL begins working with local hospital clinicians, administrators, key decision makers and staff early in the planning process to ensure that the appropriate technology, protocols and procedures are in place and that the staff is fully trained and accredited. Program planning includes detailed determination of program services, operating policies and procedures, clinical policies and procedures, staffing models and recruitment, integrated clinical and financial systems and business development strategies, among other elements.
As project developer MESL also manages a multitude of services including the procurement of construction, facility management services and technology/equipment providers providing an on-going project management service for the facility design and development stages of the project. Basically, MESL oversees the implementation of all clinical and business systems to ensure the project meets opening deadlines, operates smoothly and efficiently, and is fully operational.
For its projects MESL also provides on-going management services including day to day management and operations, marketing and business functions, human resource management, SPV administration, resource management and technology evolution.
